Has the Oahe uncontrolled spillway been used ever since the dam closed? There are 3 flow paths for those earthen dams. 1)hydropower tubes - They should be running furiously. I believe that's the video that Slosho shared. 2) the gates on the west side with a stilling basin at the base. This option would handle flood discharges up to the Standard Project Flood (SPF). 3) The emergency spillway for discharges above the SPF up to the Probable Maximum Flood. This is the grass lined channel about 1/2 mile west of the dam face. The flow path goes down the first small valley west of the dam, and reenters the Missouri River downstream of the gated channel.
Ft. Peck, Garrison, Oahe, Ft. Randall have flood control storage capacities. Big Bend and Gavins Pt. dams basically are run of river hydropower facilities with very limited (compared to other four) capacities.
Yes, there will be flooding, but unless the emergency spillway is being run, it should be within a flood easement that the Corps probably purchased.
Those of us fighting the Mississippi River flooding here in New Orleans salute and wish our Dakota brethern similiar success. May want to buy flood insurance. Have to wait 30 days for the benefits to potentially kick in, and if loss is already in progress can't get paid. However, if hang in there past 30 days, avoid the flood disaster loans, and get paid for your losses, not the minimal to get back on feet.
