I think forming a new conference makes sense. None of this scheduling alliance stuff. Add a tournament and a trophy to a scheduling alliance, and you have a conference. Then you can move to a better conference in a couple of years, and leave the newly created conference to new teams moving up to D-I.

The new conference is a good idea, and the division needs it, but doesnt seem to be taking off. The Mid Con takes us to a lot of great cities Maybe it could act as the administrator and start a 2 division conference of its own by including some of those independents? It would also have the GWFC which could really use a 6th member.
