I know they have a strategic plan for the athletic department and I'm sure it includes plans for Coughlin and other facilities. The changes at Frost during the offseason were planned for quite some time.
The scoreboards are just step one. Keep in mind that just as fundraising for scholarships was first, scoreboards are a revenue source, since SDSU owns them and will benefit from the full advertising revenue (unlike another South Dakota university that got in one of those "we give you scoreboards, but we sell the ads and make the money" deals from Daktronics. That's good business by Daktronics, but it wouldn't have been as good a deal for SDSU. They can probably make quite a good chunk of change from sponsorships on those boards (both physical advertising on the structures and programming on the video boards.)
