My comment was directed to the fact that the undergraduates are the ones that the new standards apply are for, not graduate level programs (I assumed you meant the MBA degree when you said accounting.) I was trying, and apparently not succeeding, to point out how correct you were in that this made no sense. The graduate programs will not be looking at what the applicants High School grade point average or ACT score was, they will look at LSAT, GRE, etc. and college GPA. As such, the location of the undergrad degree now plays a much diminished role in admissions.
In the end though, USD screwing up (that's in there for you sports_buff ;D) does not help any South Dakota higher ed institution.
