Rounds also signed a bill that allows $101 million in spending over the next decade for improvements at state-run universities. Up to $65 million of the costs will be financed by bonds that are paid off by using a portion of student tuition payments.

Replacement or renovation of Shepard Hall at South Dakota State University in Brookings, $30 million.
A new chemistry building at the South Dakota School of Mines and Technology in Rapid City, $16 million.
A graduate education and research center at USDSU in Sioux Falls, $15 million.
