I don't think they usually get this far forward with something like this until they have a MAJOR donor, correct me if I'm wrong.

In the article it states projects are presented each fall. Sell hopes to secure funding by next fall and then start construction spring of 2020.

Maybe said with tongue in cheek, but on campus soccer that sold booze would have been an automatic for me and my friends when we were in school.
