Here's how I think it works:
One aspect is that NDSU and SDSU could have been a "counter" this year for RPI purposes, if we'd been able to schedule 25 D-I games. This is different than counting as D-I or D-II on opponent's schedules. (Since all of those games would likely have been on the road, this wasn't going to happen.)
Since we don't count in RPI, lots of places don't count us as real D-I schools. Next year's NCAA scheduling requirements have us as RPI counters, so we should show up on all the sites, as UNC should be doing this year.
filbert pretty much nailed it. In the first year of transition, a DI school is counted as a DII opponent for full-fledged DI members, but can be counted if they schedule the required allotment of DI schools.
NDSU's VB team, for example, managed to be a DI counter this year but it was a risky situation. Most of the DI schools only wanted to schedule NDSU if they would actually be a counter. If a couple of the DI schools backed out of a game or if NDSU would not have been able to get the required number of DI opponents, NDSU may have lost the DI counter status for the other games which may have led to an empty schedule.
Oh well, don't have to worry about it next year. ;D
