If he was past the line of scrimmage, which it looked like he was... It would be an illegal pass, but it would still be a turnover right? Just technically a fumble instead of an interception.

You can just decline the penalty and take the result of the play, which is an interception. If it were dropped it'd be an incomplete pass, but with a penalty.
