What is the report measuring? Here's the introduction to the report (and then you can use the link provided by csgame to review the report):

The Association for the Protection of Collegiate Athletes (APCA) has ranked all 122 teams in the
National Collegiate Athletic Association (NCAA) Football Championship Subdivision (FCS) for the
2012 season. The rankings are based on a formula developed by APCA following interviews and
surveys with current and past students who are or have participated in collegiate sports. The formula
emphasizes not only success on the field, but also treatment of players and academic integrity.
This report contains the comparative rankings for each school, both nationally and by the 13 athletic
FCS conferences. The report also provides an explanation of the methodology used to tabulate the
scores given to each school, as well as the data used in those calculations.
The goal of all APCA Rankings Reports is the same:
      1) to provide current and prospective student athletes interested in playing football at the
collegiate level with the athletic and academic information that student athletes believe
should be considered when choosing a school; and
      2) to encourage schools to adopt and emphasize policies that benefit and protect their
student athletes both on the field and in the classroom.
      ....

I thought it was odd too. but cool that we are at the top. the way they calculate it is a mystery but the factors used is not. Additionally this is the first time I have ever seen or heard of the APCA. They take into account both W-L and National championships. I'll equate it to the +/- that gets discussed on this board for basketball.
