Once athletes sign the papers not much they can do without penalty, ie sit out a year if they transfer.
isn't that only if they are enrolled or start classes? a school could grant their release? I would expect western to try to protect their interest in keeping those players.

? What are you talking about? If an sdsu player wanted sdsu could grant their release. If you read I also mentioned there should be some outs for players to change their mind. Like if the coach leaves a player should have a chance also. If a player wants to leave then a school takes interest is totally different then asking ones who are signed or committed.
