Kind of. Jacks are 2-1, currently, and in the view of the selection committee will be a -1 in the W column at the end. So, assume (hopefully worse case scenario), Jacks lose to both UNI/NDSU, and for giggles, USD (LORD FORBID), but beat all the rest. They finish a game behind UNI/NDSU, in a 4-way tie with ISU(r), SIU, MSU. Since Jacks would have beaten ISU(r) and MSU, they'd be ahead of those two. SIU would come down to RPI since we don't play, and whether SIU beat either UNI/NDSU. IIRC, SIU opened up with an NAIA or other lower-division win also.

The one team with a semi-inside track, besides NDSU is ISU(b), with a FBS scalp and all full schollie games (to date). YSU, last year, was the 1st 8 D-I win team from the Gateway/MVFC NOT SELECTED to the play-offs.

In an 11 game season it could be a HUGE factor. With the extra game this year I don't think it will be an issue. 7-3 record against FCS with all 3 losses in conference and 8 wins overall will guarantee a playoff spot in the expanded field with the MVFC ranked #1 in the nation. 6-4 against FCS with 7 wins deserves serious consideration but as we all know is not a for sure bet. Conference record will mean a lot.
