That may be the case...it almost seems Woods thought that by adding another yard to the distance he would still incur just a one-stroke penalty. He talked about it freely at the press conference. But, he improved his position--and I suppose the intent of the rule is to prevent just that.
A few other pro's have suggested Woods should drop out of the tourney because it would be the gentlemanly thing to do.
Woods playing at or near the best seems to be good for golf. People either love or hate the guy. In the end the interest generated when he is in position to win is good for the sport.
