Haven't seen much chatter on the matter here, but a few rule changes were approved several months ago, ready to take effect this season. According to NCAA.org, the three main changes are:
Unfortunately, no new limitations on media timeouts, nor the ever-increasing phantom replay review calls from "the booth" that can suck the soul out of any atmosphere. I'm all for getting calls right, but games like UND last year are an absolute debacle where even obvious touchdowns have play stopped for reviews.

- Running clock on 1st downs, except during final 2 minutes of both halves. No longer stopping for every move of the chains.
- Teams are no longer allowed to call back-to-back team time outs.
- Any defensive penalty at the end of 1st/3rd quarters will now be carried over into the next, instead of being played as immediate untimed downs.
