    AP story in the Kansas City Star:
    TOPEKA, Kan. - State aid for Kansas' six public universities has dropped to less than 30 percent of their total operating funds, a new analysis from the Board of Regents says.

    The regents issued a statement Tuesday saying the burden of funding higher education has fallen more upon students and parents since 1985, while state tax dollars make up a smaller share.

    In 1985, state support accounted for 49 percent of all university operations, while student tuition and fees made up 15 percent. In 2005, state support was 29 percent of operations, while tuition and fees accounted for 23 percent. Private endowments and grant programs account for the rest - or almost half - of state universities' operating funds.
